           although It has been occupied by n succession of commissars,
           military officers and lady interpreters, who have visited
           Bushire In connection with the assembly of lorries and

           despatch of cargoes for the U.S.S.R.
                (ii) The U.S.A. have maintained a military officer in
           Bushire since February, in connection with Lease and Lend
           activities here.    The officer has been frequently changed;

           but at the close of the year the strength of the U.S.A.
           detachment had risen to 2 officers and 9 other ranks.


                                    SECTION 2.
                               LOCAL AFFAIRS.

                (a) An Indian locust party arrived in Bushire from Shiraz
           in April; but owing to lack of instructions went away
           without achieving any result.     A Russian locust party operated
           from Bandar Dilum during June and secured good effect by

           spraying poison from aeroplanes.
                (b) The town electric supply has been out of commission
           throughout the year,    Quarrels between the shareholders have
           been mainly responsible for the failure to repair the machines.

                (c)  A motorized detachment of 31st Indian Division passed
           through Bushire in December, and spent a few nights under
           canvas.   They came from Ahwaz, on reconnaissance duties.
                (d)  The Economics Department was, until the last quarter of

           the year, under the control of the Finance Department.       Since
                                          yet
           then, although no officinl has^arrived to take charge, it has
           been working under the orders of the Ministry of Foodstuffs.
                (e)  The influx of poor into Bushire through famine in the

           country districts caused the Governor to call for a committee
           of Bushire merchants to deal with the situation,       In June a
           subscription-of 6,000 tomans was raised by them, and was

           distributed to the poor,     This was found inadequate, and
           the committee then raised money to repair an old caravanserai
