It io not hidden from you that I huvo had considerable

trouble in many caooo (that arooc) in my territory in which

foreigners woro involvod. For this roacon I wish that I may

not bo hold rooponoiblo in theeo caeeo and I would be grateful

to tho British Government if they removo this troublo and

responsibility from mo. I moan that it (tho British Govornmont)

should oxcrciso authority in all cases in which tho foroignors

only nro concornod,, but not in othor caooo; and in casoo that
