Visit to London of Shaikh 'Abdullah b. 'Isa Al Khalifah, 1919 601

              (d) Thufc hie Government le Bingularly inofflclent and
weok and lu not nearly ae good au iha most of the othetr
Shaikhs. it.* tondonoy la to oxploit the lalando/uid
tholr inhabitants for the bonoflt of the A1 Khulifa and
one or two loading Arab families

In the olrouraotanoes it is hardly to bo oxpootod that the
Shaikh of Bahrain should bo on oxaotly the same footing ao
         bther Arab Chiefs,
As regardo the quentlon of oubjeotn of Arab States, the
fllo about tho Bahrain Ordor in Counoil la not hero at present,
ao I oannot refresh my memory, Hy rooolloction htxiixex however
is that tho wholo dlffioulty was about Haooawle and Katarls
from the mainland l.o, Arabs of immediately neighbouring States,
I do not think it was intended that Muscatis, Uandramantis,
Yemenis oto should bo handed over to tho Shaikhs Jurisdiction.
i do not think tho Sultan of Min^, oontomplatoo ouoh
a thing as this, Musoutis coming with claims to Bahrain
generally get a letter from tho Political Agont Muscat at the
request of the Sultan. Bln Saud lu many of hlu 1 otters to the
Political Agent askB the latter to lock after his oubjecto,
and apparently does not oontomplute thoir being doalt with by
the Shaikh. In tho ciroumetancos I tun.* that before handing
■our Juriodictlon over Kuwaitis, Muscatis, Handramuntl8,Yeraanie
eto^the Shaikh^should bo asked to produce his agreements with
         the of thoso places.
(B). It has hitherto always boon recognized that the Arab
representatives in the Majlis are appointed by the Shaikh, subject
to the approval of the Politloal Agent as representative of the
protecting power, I think this praotloo should bo continued.
Tho Politloal Agent would never disapprove df ffauSy suitable
fflan, and the shaikh has only to refrain from appointing thorough
ly objootionablo persons^ to enjoy praotloal freedom from
interference In the matter of his nominees to the Majlis,

The procedure’is reoognized in the Order-in-Oounoll and should, .
         I think, be maintained, • : i’"-.-.
