        My Lord Marquis,
           With rcfcrcuco to Your Lordship’s telegram, dated the 2nd April 1912, wo
        have the honour to forward, for the consideration and orders of His Majesty’s
                                     Government, a copy of a letter* from our
           • No. M. 48. dated tho 16th May 1912.
                                     Political ltosidcnt in tho Persian Gulf
        submitting his viows on the dual draft of tho Bahrain Ordor in Council.
           2.  Wo concur generally with tho opinion expressed by Lieutenant-
        Colonel Sir Percy Cox, and recommend that, in view of tho explanation
        furnished, somo provision bo made for tho deportation of a foreigner found to
        bo undesirable. Wo leave it, however, to His Majesty’s Government to decide
       whethor this could best bo olTcctcd by oxccutivc instructions, as suggested by
       our Political Resident, if it is still cousidorcd that tho uccossary authority
       cannot suitably bo given in tho Ordor in Council itsolf. We also request
       reconsideration of tho decision whoreby the Articles providing for registration
       havo been restricted to British subjocts, and support tho proposal that they be
       mado applicable to “ovory poison to whom this Order applies ”.
           3.  Tho alterations suggested by Lioutcnaut-Colonol Sir Percy Cox in the.
       construction and wording of Article 8, sub-articlo (2), and Article 21, sub-
       nrliclo (1), respectively, of tho draft Order aro submitted for consideration.
