On tho oilier hand, it must be remembered that “ Foreigners ” will include
subjects of Turkey, Persia and other non-Christian Powers, dependents of
potty Muhammadan Hitlers of tho Coast and llintorland ol Arabia, and
natives of Qatar and other semi-independent tracts not onjoying British pro­
tection outsido Bahrain.
It is amongst these denominations that tho worst characters in Bahrain
fall, and while it is in practico very difficult to deal with them otherwise than
by deportation, owing to tho lack of cflicicnt polico, tho act of doportntion is
generally regarded all over tho Gulf, among such communities, as a most
natural, convenient, and humano factor of criminal jurisdiction, and is con­
stantly resorted to by nativo rulers. Not to equip tho Political Agent, Bahrain,
with this power in tho caso of these categories will bo to deprive him of a most
usoful weapon for tho maintenance of order, aud ono which is not in tho loast
likely to bo resonted in its application.
I thoroforo strongly ndvocato tho employment of tho wording “ British
subjects and Foreigners ” wherever indicated in this connection. Should Gov­
ernment concur in this recommendation, Articlo 22, sub-article (4) in its pre­
sent form should be replaced by Articlo ID (4) of tho Government of India’s
draft.
G. Registration of Foreigners.—No roason is given in the Foreign Office
Notes, for the exemption of foreigners from registration. The reasons in
favour of such registration scorn to bo cogent and wore explained in paragraph
5 of my letter No. 3134 of 27th November 1910 to tho Government of India,
and I would urge tho application of Part II to “overy porson to whom this
Order applies ” as suggested in tho Government of India’s draft.
7. Besides the abovo, thoro is ono detail of phraseology in regard to
which, though it is found iu tho Government of India’s draft, and was accepted
by llis Majesty’s Government, a fresh study of tho Order suggests a slight
alteration.
Thus, in Articlo 21, sub-articlo (1)—
It is suggested that tho words “or is intriguing against llis Majesty’s
power and authority withiu tho limits
of this Order ”
boamonded to “or is intriguing, within tho limits of this Order, against llis
Majesty’s power and authority”.
Tho object of this transposition is to covor tho caso of a person, resident in
Bahrain, who uses tho Shaikh’s territory as a baso for the dissomination of
anti-British propaganda calculated to tako elfout elsewhere than in Bahraiu,
pariicularly in other ports of the Gulf.
