I now beg to enquire whother the Govornmont of India will
bo pleasod to authorise mo to say that they approve of the reforms
in taxation and will support the Sheikh in introducing them provided
the; ore levied fairly and equally all round without discrimination
or preferential treatment. If the Govornmont of India decide to
give some measure of support I agree with the Political Agent that
tne Sheikn raignt bo required to set aside a sum annually for works
of public utility. I should be glad if I may be favoured with
telegraphic instructions as to v/hat attitudo should be adopted, as
I propose to visit Bahrain at tne end of my next tour early next
month and the Sheikh will certainly raise the question.

change appears to have taken place in the attitude of the Shaiks.
towards the Agency. They have sougnt may advice in a variety of
matters, and show wnat appears to be a genuine desire to introd^
