Your recent letter oalling for a soheme for reforms
in Bahrain. If you have no objection I would like to write
to P.A.a Muscat A Kowait for information rogarding the way
diving aooounto etc. are kept at eaoh plaoe.both in theory A
in practice. I think the information might be helpful. If you

I should be glad uloo if you would let rao know the lateot date
by which you would like my report after receipt of replies
from Kuwait A Muscat.
It may ouvo correspondence if I outline roughly the
conclusions

lines of my proposals I will then send in my detailed report.
I. Diving.
With the objoot of protecting the interests of the divers
who are entirely illiterate and putting a stop in future to
the usury and faked acoounts whereby the divers are to all
practical purpoaeo onolavod, I would suggest the formation of
a Regiotry for the maintenannee of registers oontaining the
accounts t under the supervision of a ’Diving Committee1
The oommittee to oonsist of a President A six members.,
appointed by oomroon oonsont of the Ruler A P.A. They would
have a permanent olerk who would maintain registers# All
divers would be required to take a license end furnish oertaii
particulars .for whioh a small annuli fee would be ohaxged*
The oommitle would otrnmon eaoh Kakhuda to appear with his
divers before the season opens A to pay the usual advanoes
