them provided they can satisfy Government in the future that they
are oapable & cooperate with Politioal Agents to that end.
Under the guidanoe of Politioal Agents the Court might prove
an excellent training ground for the cadets of the ruling family.
I would report in detail schemes for tho payment of fees,
which would be a source of revenue to the Chalks & oover working
•xponoeB.
The work in the Joint Court since its intrSduotion has
alroady done muoh to educate the people & to introduce some order
into business transactions. They are beginning to understand
elementary Law.
It would be necessary to definitely forbid the holding
of Irregular courts by any odd member of the sfchiko family.
It should be easy to arrange a reasonable prison system,
