Addressed to “Foreign",} Simla;; repeated to
Colonial Office- In continuation of my telegrams Nosc.424
i'H und 425;j I propose to take action as follows with the view
to pacification of the Islands Arrest Qasalbl and take hhn
to Koweit where he can he handed over to Ihn Baud’ s Agent
for Customs --»■» negotiation^/and returned to Nejd for his
master to deal with, I would send a letter to Ihn Saud
telling him h1 s Agent has caused a standing menace in
Bahrein and that I hold that Agent responsible for blood
shed which has been caused., for it is unthinkable that
Persians are the aggressors., I may have to get rid of a
Persian or two as well* but will act after appreciation of
causes that led to the present trouble0 I would at the
same time warn Dowaslr headmen in Bahrein., that if there is
any recrudescence of trouble., 1 will have their boat kept
out this pearling season„and0to help them be responsible
for their co-religionists would express readinees to deport
at- onec to Akyiwa Ahsa any turbulent ringleaders whom they
choose to point out,, With regard to return of any agent
of Ibn Baud to Bahrein. I would point out to him that we
warned of f French. Germans and others., and we do not
propose to allow him to upset the status. nuQ.fiand that he
must consult us about new agent „who must have definite
instructions to confine hirasolf to purely commercial ends
and hold strictly aloof .from Consular functions and internal
administration
