                        - It ia moat undesirable that aa Between Sheikh and hi3
                   subjects Government of India should be/drawn'into interference.
                   But since proposed reforms appear sound in.the/raselves and meet
                   with their approval and since they have been put forward mainly
                   in consequence of Government's warnings against misrule, you
                   are authorised to inform Sheikh that Government will lend their
                   moral support to an honest attempt impartially to put his scheme
                   into force. This authority is given on the understanding that
                   you feel that it is unlikely that more than moral support v/ill

                   be required. But nothing should be done to encourago tho idea
                   that reforms are being introduced by the Sheikh at Government's
                   dictation. You should therefore consider whether it would not
                   be better for Sheikh to make announcement shortly before your
                   arrival. Another meeting might then be held at which you should
                   express hopethat reforms will prove of lasting benefit to the
                   whole community and congratulate the Sheikh on their introduc­
                   tion.
                           Although Sheikh should of course bo encouraged to set
                   aside money for v/orks of public utility, it does not seem ad­
                   visable that he should definitely be required to do so.

                           This refers to your letter No.304-8 of the 14th April on
                   the subject of Bahrein.
