Will you pleaee refer to correspondence
resting with Hickinbothem'b telegram No.30 of the 10th
January, 1946, regarding the Man amah Municipality Bye-laws,,?
                                                                      /'! *
                  2. I am not certain that the Municipal Regulations
forwarded under thiB Agency Printed Letter NotC/947 of
20th June, 1944, are compiled in the beet form and ohould
be grateful if a oopy of some good Municipal Regulations
oould be obtained from the Government of India to aerve
ae a model for the redrafting of ours here.
                  3. One freeh problem that is about to face the
Bahrain Government 18 that of Town Planning and,'to my
way of 'thinking, some ayetem of control of building ia
oeeontial now that the day ia not far off when building
materials will bo available once more.
                  4. An example whioh emphasises the point ia the
proposal regarding a piece of land owned by the R.A.F,
in Ghudhaibiya between the British Overseas Airways
Corporation Transit Canp and the Assistant Political
Agent's house concerning viiioh the R.A.P. are, I under
stand unofficially, proposing (or may, indeed, have already
done so) to sub-let to the A.I.O.C. for the construction
             of Indian Staff Quarters.
                  5. Ae you know, Ghudhaibiya is predominantly the
residential quarter of the Al Khalifa family and, being
comparatively speaking unbuilt over, oould with some
thought be preserved from the evilB of unplanned
             construction.
                  6. I propose sounding His Highness in the near
future on the question of the introduction of a Town
Planning Sohome and, with the example I have Just quoted
before him, I feel oertain he will weloome the proposal.
At the oamo time I should like advice as to the beat
fliethod to incorporate rules regarding Town Planning
under the present regulations in force. idea was
that they oould best be included with the Bye-laws of
the Municipalities, and if you agree I propose to ask
the Bahrain Government (presuming that His Highness
agrees to tho suggestion) to draw up the rules whioh
I would oubmit to you for approval in aooordanoe with
             King's Regulation No.2 of 1936.
