                  Could you pleaee  ref    to my letter No.G22-f», dated
           the 24th November 1938, to Peel, on the subject of Bahrain
           Agitation in whiah I promiood a full Report later.


           2.     Thlo roport haa been ooraewhat delayed, but I have
           been busy in the meantime with more urgent raattorB, and ao
           I do not reoomraend any immediate action I nave put the
           question aside until now#


           3.      The provioion of two legal exports to assist in tne
           reform of the Bahrain Courts was suggested in paragraph 3 of
           ray letter quoted above, and in now under way (vide enclosure

           to India Office Printed   letter No#P# Z.108/39, dated the 10th
           January 1939),   In addition to this, to meet the grievances
           of the Bahraini employees of the Bahrain Petroleum Company
           (eeo ray telegram no.300, dated the 10th November 1938),

           following on consultation between the Bahrain Government
           and the Company assisted by ;?eightman, conditions of service
           have been improved, and a Hepresontative of the Bahrain Qoverni
           raent has been appointed to the Company whose business it will

           be to look after the employees* interests! on excellent move#
                                                                                             :
           Such immediate aotion as was necessary has therefore been
           taken.

           4.     There remains, however, the question of the future
