                       After Compliments,
                                 We, your loyal Buharnnh subjects, beg to make
                        the following three demands for reform which are necessary
                        for the existing state of affairs:-
                                 First:    Court cases should be dealt with properly
                                           in accordance with Law, namely, in every
                                           judgment passeu in a case the section of
                                           proper lav; applied should be ^uotea so
                                           that the judge passing such judgment will
                                           not be accuseu of injustice and that the
                                           person against whom a judgment is passed
                                           will be satisfied that justice lias been
                                           aciiiiinistereo in his case and that the
                                           judge i.as been impartial. 15y means of
                                           these,the rights of the individuals will
                                           be protected.
                                  Second:   As we form the majority of the inhabitants
                                                                                     -
                                           it is but just that we snould be represent­
                                           ed in both Uajlisic- Baladiyah and 'Uri'i-
                                           with th-e proportionate number.
                                 • Third:  We re.Auest you to do us justice by restor­

                                            ing our rights in the Board of Education
                                           of which we have been deprived for many
                                           years and have been considered like
                                            foreigners although the foreigners have
                                           not been deprived, the fact which is
                                            contrary to justice.pnd equity.
                                  Your Excellency will see that these are fair and
                        reasonable uemonds'and there is nothing improper in . them.
                        We, therefore, request you to give the matter your just and "t->
                        kind consideration and give orders for justice, for which
                        you are known. Nevertheless(. to put these demands into practioe,
                        it will show your good policy and the zeal, you take for : '
