is primarily the ruling family and secondarily, the
government as depending from the Ruler, The fact
that the income of the family has been increased by
a half from £607,500 to £965,625 / under the tenns of
his latest agreement with the Bahrain Petroleum
Company is difficult to justify, even-though it is
not generally known to the public here, This
criticism, and its manner, is, I suppose, inevitable,
both in the sense of the Turkish proverb that a fish
stinks at the head first and in the sense that a
family such as the A1 Khalifah is bound to move a
good deal more slowly than may often seem desirable,
having regard to the progress of the outside world.
Indeed Bahrain's steady and peaceful development over
the last twenty-five years, if unremarkable, is a
tribute to the way in which British influence has
been applied. But recent happenings emphasize, if
such emphasis were needed, that not only is it
essential that the A1 Khalifah learn to move with
the times but the Bahrain Government, and in
particular its British officials, must do so too,
and in such a way that the fact con be seen and
understood by all.
