                      istrative side.'. My experience in Basra leads me to think
                      suppose that with suoh a seleotion Bahrain Court under Bah­
                      rain Order in Counoil might be entirely self-supporting or do
                      nearly so that a modest contribution from Bahrain Customs
                      would enable Bahrain itself to pay ifw  0 partleulor-yefown
                      and entail no extra expense to Government for this particular
                      reform.   Knowledge of Arabio though desirable is not essent­
                      ial for it will be nowhero quicker learnt than in miBoellan-
                      oous legal work,   Daly anticipates no present difficulty
                      about aocomodation.  A man of Oidney's stamp would be in -
                      valuable .  Daly must have his hands free and time to think.
                      When the Arab side of Bahrain Government is running smoothly .'
