rofor to propooal in my No . 1-B of 15th May 1^23 to give
politioal Agent a British Assistant to take jurisdiction over
Foreigners and petty work off politioal Agent'o hands.
I regard it ao of first importance that suoh
Assistant be despatched at oarlioat possible momont boforo
enthusiasm lias time to wear off. Daly suggests Shuldham
who lias already worlqai under him and luiowo Arabic . But I
rogard it ao of first importanoe that tlie seleotod Assistant
should be offioor with logal knowledge especially on admin
istrative side.'. My experience in Basra leads me to think
suppose that with suoh a seleotion Bahrain Court under Bah
rain Order in Counoil might be entirely self-supporting or do
nearly so that a modest contribution from Bahrain Customs
would enable Bahrain itself to pay ifw 0 partleulor-yefown
and entail no extra expense to Government for this particular
reform. Knowledge of Arabio though desirable is not essent
ial for it will be nowhero quicker learnt than in miBoellan-
oous legal work, Daly anticipates no present difficulty
about aocomodation. A man of Oidney's stamp would be in -
valuable . Daly must have his hands free and time to think.
When the Arab side of Bahrain Government is running smoothly .'
post of Judioial Adviser to Bahrain Qovornmont might be
roduoed and politioal Agent take over work again, say in five
years' time . I trust urgent stops may be taken to give
offeot to this propooal already oanotioned in prlnoiple ,
subject to India's remarks, by-Soorotary of State for India
Simple alteration

Counoil, adding "or Judioial Adviser,

Government" wherever"politioal Agent " ooouro would
Balirain
give all jurisdiction necessary.
