I am dirocted to refer to your telegram No. 482fdated
the 2'Jth :.*.ay 1923.
2. It is open tc question whether tho Secretary of
State’s telegram to which you allude can bo held to do more
than give a general approval to the immediate course of
action proposed by you at Bahrein. In any case tho sugges
tion that the political Agent at Bahrein should be given
a British Assistart is c:.-i which obviously demands more
detailed explanation than can be given by telegram.I am
therefore tc ask that, to enable the Government of India
to give/this proposal the conslderation which it deserves,
you will submit it again by letter showing in detail the
probable cost of the proposed appointment, whether any
portion thereof should in your opinion be met from
Bahrein revenuos, and how much of the estimated cost 16
likely to be covered by Court-fees and judicial receipts.
I need hardly remind you that any proposals involving an
additional charge on Indian revenues require the strongest
Justification at the period of general retrenchment.
?. If it 16 your intention that Bahrein revenues should
bear any part of the charge, you will presumably support
this proposal by argument justifying it both on grounds of
precedent and also of propriety. It is understood,that ths
main function of the incumbent of the post to be created Is
to exercise jurisdiction over foreigners and decide their
disputes^
