tho hands of undesirable spooulatCrs. I find it difficult to say wlmt amount of
interost should bo allowed to. thorn, but porlmps interest at 15 per cent, on tho
bnlanco duo to thorn by tho Chief from tho dato tho advancos woro made up to
tho dnto of thoir liquidation-would be fair. The amount thus paid to tho Syndi
cates for tho cancellation of. their lenso.might bo treated as a loan to tho Chief
from tho .British Government and could bo paid off by regular instalments
from tho rovenuo of tho Customs with such. iutcrost as may tho decided upon.
Tho yoarly income from tho .Customs will bo in all probability not less tliau
3 lakhs of rupees, and after paying tho Chief a yearly allowance of Its. 1,80,000,
which should bo sufficient for iiis present requirements, tho balanco remaining
should bo suffioiont to ensure tho repayment to tho Government of tho loan
            within a reasonable.time.
                9. Next ns regards tho staff which will he required, when the management
