                        before deciding whether more drastic measures, such

                        as the occupation of an island, or the threat to oc­

                        cupy an island, in the Persian Gulf already recom­

                        mended by Mr. Marling, should be taken to enforce

                        the right of His Majesty's Government in this matter.

                             I am to state, however, that he would be glad

                        to receive an expression of Viscount Morley's views
                        on the question.
