                        before deciding whether more drastic measures, such
                        as the occupation of an island, or the threat to oc
                        cupy an island, in the Persian Gulf already recom
                        mended by Mr. Marling, should be taken to enforce
                        the right of His Majesty's Government in this matter.
                             I am to state, however, that he would be glad
                        to receive an expression of Viscount Morley's views
                        on the question.
