                            claim to protect Bahrhna io sincere, should be not the ex­
                            pedience in any particular instmee, but the right that the
                             individual has to it.   It is clear from the conversation
                             I mentioned in paragraph 4 that the authorities at ^atif are

                             expecting that v/e shall support genuine Bahama, and v/ith
                             your approval I propose to continue doing so, confining
                             such protection, however, to particular instances, and only
                             then after careful scrutiny of thexx credentials of the clai­
                             mants.
