                  My telegram Ho. 990. Following is text of Persian
           note.
                  "The lmx>crial Ministry for Foreign Affairs present their
           compliments and have the honour to state that as they are
           already aware the Imperial authorities concerned considering
           the situation of Iranian aerodromes have announced three
           uerodromes, namely: Tehran, Abadan and Zahedan to be
           international customs airport9.    In accordance with the
           provisions of the Chicago Convention and the general
           principles practised in all counties, the first landing
           by foreign aircraft in Iran should be at a customs airport
           and their last flight for exit over frontier also take
           place at u customs airport.
                   "In accordance with the Iranian Civil Aviution
           regulations foreign aircraft cannot carry freight and
           passengers inside the country aguinst freight charges.
           On the other hand Bahrain is a part of the Iranian territory
           and some foreign aircraft take freight and passengers in their
            services from Bahrain and use Iruniun uirports for toelmical
           purposes and refuelling and in certain eases when destined
            for places beyond Iranian frontiers first land at Bahrain
            which has not been notified as a customs uirport and then
            land at one of the three International Iranian aerodromes.
                   "Ac this is against the proviuions of internal flight
            regulations of Iran and the international laws and regulations,
            it is requested that the air authorities concerned of your
            Government muy be notified of the fact that that Governments
            aircraft may observe the following points when flying to
            Iran:-

                   (1)  As Bahrain Is an internal part of Iran, therefore
                        foreign aircraft cannot, either-at the beginning oJ
                         their arrival at the frontier, or ut the time of
                         exit from the frontier, land owing to the fact
                         that its aerodrome is not included in the
                         international airports.

                   (2)   In casjof necessity landing at Bahrain should
                         be with the previous permission.
