To the figures relating to Kerman Mr. Lccoffre adds the following notes
“ With the exception of 350 Kharwars, part of which Baluchis looted in
Khabis, and the rest the Afshars refuse to pay, all the grai n has
come in
“The amount of reductions to be grantod will not he less than 25,000
tomans—a clear loss to Government.
These reductions may be divided under the heads;—
1. Impoverished or dispersed tribes.
2. Pillage and looting of Baluchis.
3. Collected in excess by former Governors during last two years."
With reference to the Amir Mufakham’s expedition the following note by
Mr. Lecoffre is of interest

The total amount of the Treasury’s olaims on those districts was approxi
mately 120,000 tomans, a good deal of which the tax-farmers olaimed to bave
disbursed for Government purposes and which the Amir accepted as justified.
Another portion of this sum was discreetly passed over and accepted as irre
coverable by the Amir and the farmers."
In August, after tbe Amir Mufakham’s return, Mr. Loooffre found timo fco
turn his attention to other matters, and he announced the impending inuoauc-
tion of tho “ Nawaqii ” (animal and vehicle) taxes, and issued orders tor o
resumption of Government lands in the town whioh had been appropriated
