            border security. Policy and agency decision makers could re-evaluate long-
            term planning. Second, operational level components would be  able to
            recognize, sooner, subtle nuances to operational changes. An earlier
            recognition of changes could provide the forewarning to reallocate
            resources to mitigate crisis levels of mass migration. Lastly, viewing border
            security through a chaos clutter lens provides an exploratory conceptual
            framework in which to conduct research in order to help grow the academic
            literature on border security.
