What is Covered California? Sylvia Jackson, Director
The history of the Affordable Care Act – The Patient Protection and Affordable Care Act was
signed into law by President Obama on March 23, 2010. It is more commonly known as the
Affordable Care Act (or ACA) — and it’s often referred to by its nickname, Obamacare.
Covered California is what the State of California calls The Affordable Care Act.
Covered California is where Californians get brand-name health insurance under the Affordable
Care Act. It’s the only place to get federal premium assistance to help you buy health insurance
from the California’s leading healthcare providers. That means you may qualify for a discount on
a health plan through Covered California, or get health insurance through the state’s Medi-Cal
program. Either way, you’ll have great health coverage.

of Commerce, which work together to help health insurance shoppers get the coverage and care
that are right for them.
In 2012 RCBCC became an Enrollment Entity for Covered California. We recruited 75
individuals who became Certified Enrollment Counselors (CEC) serving 27 cities in four
counties.
In the first Open Enrollment in November 2013 RCBCC enrolled 1,200 families into quality
Health Plans such as Blue Shield, Healthnet, Molina and Kaiser.
In 2014 the RCBCC’s 32 Certified Enrollments Councelors secured six enrollment locations
throughout The Inland Empire. This allowed us to enroll more than 2,500 families. In 2015 the
dental plans under Covered California were added.
The RCBCC enrolled more than 10,000 families into Quality Health Plans. We are now into our
sixth year as an Enrollment Center and we have eight Enrollments Counselors’ creating part-time
jobs.
Covered California makes it simple and more affordable for millions of Californians to get
quality health insurance, including Medi-Cal, that can't be canceled or denied because of a pre-
existing medical condition or if someone gets sick.
Even though open enrollment has ended, you may still qualify for coverage if you have one of
the following life changing events at any time during the year: pregnancy, lost of job, married,
divorced, or you become a new resident in the State of California.
