What is Covered California?

The history of the Affordable Care Act – The Patient Protection and Affordable Care Act was
signed into law by President Obama on March 23, 2010. It is more commonly known as the
Affordable Care Act (or ACA) — and it’s most commonly referred to by its nickname,
Obamacare. Covered California is what the state of California calls the Market Exchange under

               the Affordable Care Act.

Covered California is where Californians can get brand-name health insurance under the Patient
Protection and Affordable Care Act. It’s the only place to get federal premium assistance to help
you buy health insurance from the companies shown below. That means you may qualify for a
discount on a health plan through Covered California, or get health insurance through the state’s
Medi-Cal program. Either way, you’ll have great health coverage.

CoveredCA.com is sponsored by Covered California and the Riverside County Black Chamber
of Commerce, which work together to help health insurance shoppers get the coverage and care
               that are right for them.

In 2012 RCBCC became an Enrollment Entity for Covered California. Sylvia Jackson
(Executive Director) recruited 175 individuals who were Community Minded and became
Certified Enrollment Counselors (CEC) serving 27 cities in 4 counties.

In the first Open Enrollment in November 2013 RCBCC enrolled 872 families into Quality
Health Plans such as Blue shield, Healthnet, Molina and Kaiser.

In 2014 we only had 32 CEC’s but we were able to secure 6 sub-stations through out the Inland
Empires. This allowed us to enroll over 1000 families. In 2015 the dental plans under Covered
               California were added.

We have been successful at enrolling over 10,000 families 50% were Medi-Cal in six years. We
are now into our 6 year as an Enrollment Center and we have 8 CEC’s who are paid per each th
enrollment, which has created a total of 9 part-time jobs. We are well on our way to reaching our
               goal of 500 QHPs.

For the last 4 years we have been awarded 100k-300k grants to fund our efforts and to
compensate the staff and to pay for operational costs. RCBCC would like to thank the following
CECs : Linda Wright, Equilla Edwards, Diana Arce and Sylvia Jackson for their tireless hours,
endless patience and total commitment for all of the 6 years of service.
