Dear Human Resource Manager:
It is my great interest that I am submitting my resume for the Director of Public Works with the City of Sacramento.
I feel strongly that my various professional and leadership experiences in engineering and local government
uniquely qualify me for the Director of Public Works position.
I currently work with the City of Manteca as the Deputy Director of Public Works and the acting Director/Project
Manager for the City’s significant projects. My professional experiences at the City of Manteca have contributed to
updates of local regulations & ordinances as well as helped the City comply with the States and Federal
Governments' regulations and permits requirements such as the new NPDES Phase II MS4 Permit, FEMA
Community Rating System (CRS) Program, and the new Low Impact Development (LID) standard plans. I am
leading two major interchange projects, SR120/Union Rd Interchange (the first Diverging Diamond Interchange in
California) and SR120/McKinley Ave Interchange Projects. I recently applied for Measure K grants through SJCOG
for several transportation and planning projects and successfully was awarded up to $13.3M that will be greatly
helpful for the City’s public infrastructure budget.
I had worked on the South County Corridor (SCC) regional project (Over $300M) as part of the planning team of
the Stanislaus County Council of Governments (StanCOG) for the new expressway, which is critical to the efficient
movement of goods and traffic between the busy north-south routes of Highway 99 and I-5. I have involved in the
Project Development Team (PDT) activities as well as multiple public workshops to find the most feasible 3-
alignment out of 91 alignments. I performed the Value Engineering in finding the optimum alignment working best
for the City of Newman that became one of the final two alignments for the next Project Study Report (PSR) phase.
In 2004-06, I performed the Value Engineering in Livermore CA I-580 Isabel IC Project and reduced the project
costs by min. $20 million. This project was the last construction segment implementation of the City’s Isabel
Extension Master Plan that completes the connection of future Route 84 to I-580 and provides direct access to the
North area. I was responsible for leading the efforts of optimum design of utilities that reduced the project costs
significantly.
When I worked as the Public Works Director with the City of Newman (2013-17), I assisted the City Manager with
the City of Newman in preparation and administration of project fees/budgets and grant applications such as CMAQ
(Congestion Mitigation and Air Quality) funds that were awarded over 30% of the grants assigned to 6
small/medium municipalities in Stanislaus County in FY 2014-15 and FY 2016-17. I got awarded a $500,000
planning grant from the Clean Water State Revolving Fund (CWSRF) program as well as a $500,000 planning grant
from the Drinking Water State Revolving Fund (DWSRF) program without a local match after a thorough review
process for qualification as well as multi-benefits addressed in the grant application – leading the water storage tank
with booster pumps project (min. $7M).
