Led the engineering effort associated with the original formation of the Elk Grove
Roadway Fee Program (EGRFP) in 2003. The development of this program consolidated

five different plan area fee programs into a single program covering the majority of the

City. Provided oversight for the development of the $450 million CIP associated with the

program. Additionally, directed traffic analysis efforts necessary for technical aspects of
p
the nexus study, and provided analysis related to existing deficiencies and regional
a
traffic in the nexus study. Performed similar roles for updates of the EGRFP occurring in

2004-05 and 2008-09.

Sustainable Groundwater Management Act (SGMA) Compliance

Oversaw our Water Resources Division’s efforts to convene nearly two dozen

stakeholder agencies and develop consensus regarding governance and the approach to

developing the required Groundwater Sustainability Plan (GSP) for the 1,200+ square
mile Eastern San Joaquin Subbasin. Our team led the effort to establish a 16-agency
P
Joint Powers Authority responsible for developing the required plan to achieve
u
sustainable groundwater use in the subbasin within twenty years. The draft plan is
b
currently out for public review, and we are on track to have the GSP adopted in advance
l
of the very aggressive January 2020 statutory deadline. Our team is currently facilitating
i
discussions to develop consensus regarding how the JPA and its member agencies will
c
work together to implement the GSP.
