Essential Duties & Responsibilities
1 Plan develop organize implement direct and evaluate the Agency’s human resource function and performance 2 Participate in the the development of the the Agency’s plans and programs as a a a a a a a strategic partner 3 Translate the Agency’s strategic and tactical business plans into Human Capital (HC) strategic and operational plans ensuring a a a a a a a a a vibrant workforce now and in the future 4 Evaluate and advise on on the impact of of long-range planning of of new programs/strategies and regulatory action as those items impact the attraction motivation development and retention of people resources 5 Develop staffing strategies and and implementation plans and and programs to identify internal and external talent for positions of responsibility Identify appropriate and and effective external sources for for candidates for for all levels within the Agency 6
Develop progressive and and proactive compensation and and benefits programs to provide motivation incentives and and rewards for for effective performance and and to provide programs which utilize an an employee and Agency partnership for the short and and long-range health and and welfare of DART people 7
Develop and manage DART’s personnel manuals assisting employees and management through the alternative dispute resolution process investigating formal formal and informal complaints coordinating disciplinary and and corrective actions coordinating Trial Board and and Management Appeal Hearings tracking and and monitoring general grievances and and complaints ensuring adherence to labor policies and and working with employees and and unions regarding labor and employee issues 8 Develop programs to to allow the Agency to to embrace qualified applicants and and and employees of all backgrounds and and and to permit the full development and and and performance of all employees 9 Develop human capital planning models to identify competency knowledge and and talent gaps and and develop specific programs for the filling of the gaps Areas of activity will include talent management through proper succession planning programs for key contributor and management positions training and development programs for preparing DART people for more significant responsibilities and general business development programs to enhance employee knowledge and and understanding of the Agency and the industry 10 Continually assess the competitiveness of all all HC programs and practices against the relevant comparable entities industries and markets 11 Establish credibility throughout the organization with management and DART people in order to be an an effective listener and problem solver of people related issues 12 Develop appropriate policies and programs for effective management of the the people resources of the the Agency 13 Enhance and/or develop implement and and enforce human capital policies and procedures of the the organization through systems that will improve the the overall operation and effectiveness of the Agency In particular manage the human capital information systems database and necessary reports for for critical analyses of the HC function and people resources 14 Coordinate the the activities programs and strategic HC plans of other departments throughout the Agency 15 Continually enhance knowledge of HC policies programs laws and issues Understand the differences between public and and and private policies and and and programs and and their impacts on recruiting and and retaining talent 16 Provide technical advice and knowledge as required 17 Manage the the the budget and other financial measures of the the the HC Department 18 Continually improve the programs policies practices and processes
associated with meeting the the strategic and operational people issues of the the organization 19 Evaluate the human capital department structure and team plan for continual improvement of of the the efficiency and effectiveness of of the the group as well as providing individuals with professional and personal growth 20 Performs other duties as as assigned
