Cyber Crimes Unit (CCU)
CCU provides the management and oversight of the agency's cyber related
investigations by focusing on the transnational criminal organizations that use
cyber capabilities to further their criminal enterprises. CCU provides
investigative support, resources and tools to further the most complex cyber
investigations and online undercover operations. Additionally, CCU prioritizes
the development of advanced cyber investigative training to enhance law
enforcement capacity and maintains close relationships with domestic and
international partners to facilitate global collaboration. CCU consists of two
distinct operational sections: The Digital Crimes Section and the Network
Intrusion Section.
CCU major initiatives include the following:
• Darknet & Cryptocurrency Investigations: CCU remains involved with
facilitating investigations targeting darknet marketplaces, vendors, the
illicit use of cryptocurrencies and targets utilizing anonymization
techniques. This is done through coordination with field offices to supply
targeted training programs and provide access to various analytical tools
developed within CCU and those acquired from private companies.
Additionally, CCU augments and supplements darknet investigations
with information obtained from past darknet marketplaces and in
partnership with multiple federal and foreign law enforcement agencies.
• Online Undercover Support: The Online Undercover (UC) Support
program ensures that UC assets (e.g., websites, email addresses)
complement and do not compromise a UC persona. These online assets
are thoroughly reviewed to ensure that the site is hosted in a secure
fashion in order to mitigate the risk of hacking/defacing attempts.
Currently, CCU has oversight of a variety of clear and darknet websites
for online UC operations. CCU assists in providing development and
guidance services for the field in the areas of UC website development,
server hosting, site and server security scanning/hardening, graphic
design, DNS record management, etc.
• HSI Cyber Training: CCU continues to add courses to the current
catalog as the needs of the field evolve and become more challenging.
In addition to creating and delivering training, CCU constantly updates
course material to ensure it is realistic, relevant, and up-to-date. The
following courses are scheduled/anticipated for FY2020:
