                                    2 | Page February 2 8 I ssueWhat Happened This WeekSB 66, which would require county officials to disclose substantial interests as it relates to wind and solar projects, as well as other developments, had its hearing this week. This bill hits on a wider theme of a desire for transparency in local government. SB 66, however, is overly broad and may make county operations more difficult if passed in its current form.HB 2376, which deals with cereal malt beverage licensure, had its hearing as well. This bill represents an agreement between Alcohol Beverage Control, KAC and the League of Municipalities.This bill will continue to allow localities to collect licensing fees, while moving much of the work of licensure to the state level.HB 2377, which would make a change to how sales taxes are apportioned, shifting from a mill levy basis to an assessed valuation basis, met with mixed reviews. This is a continuation of the theme of looking at different solutions for property taxes. How this bill fits into the broader scheme of the final property tax package is still to be determined.SB 108 would allow any county to enact an earnings tax upon approval by local voters. This could also help reduce reliance on property taxes in some communities. Whether this becomes part of a tax plan is also unclear.HB 2152, the banker%u2019s bill, has a tentative agreement between KAC, LKM, the State Treasurer, banking groups and other interested parties.
