bring D.C. into self-government. D.C. was at that time a federal

city controlled by Congress. It still has some remnants of federal
political governance today. There was no elected office other than
the school board when I came to Washington, D.C. in 1963.
I started working on the self-determination committee for

D.C. on Capitol Hill, and when I became an executive with the
telephone company, they allowed me to work on that committee
and supported Home Rule for the District, from there, I got very
intimately involved in pushing for Home Rule for the District of

Columbia.
