ความขัดแย้ง การเจรจา และการแบ่งสรรปันอําานาจ: กรณีศึกษาจังหวัดชายแดนภาคใต้ของประเทศไทย และบทเรียนของบางประเทศ
อาเจะหเ์ ปน็ ความขดั แยง้ (Conflict) เนอื่ งดว้ ยสภาพปญั หาทก่ี อ่ ใหเ้ กดิ ผเู้ สยี ชวี ติ อยา่ ง ตอ่ เนอื่ ง อกี ทงั้ ยงั มกี ารกลา่ วถงึ กลมุ่ GAM อยา่ งเปดิ เผย การแสดงออกเชน่ นสี้ ามารถ เห็นได้อย่างชัดเจนจากการสัมภาษณ์ออกสื่อของผู้นําา ตลอดจนการทําาบันทึกความ เขา้ใจทลี่งนามรว่มกนั ณกรงุเฮลซงิกิในปี2548(MemorandumofUnderstand- ing, MoU)9 อันมีผลทําาให้ยุติความขัดแย้งในอาเจะห์ ท้ังน้ีอาจมีเพียงสมัยรัฐบาลนาง เมกาวาตี ซูการ์โนบุตรี เท่าน้ัน ที่มีความพยายามนิยามปัญหาอาเจะห์ว่าเป็นปัญหา การก่อการร้าย เพ่ือผลักดันให้กลุ่ม GAM ข้ึนบัญชีรายชื่อกลุ่มก่อการร้าย สากล10 ซ่ึงความพยายามของรัฐบาลนางเมกาวาตี ซูการ์โนบุตรี ตรงกับช่วงเวลาท่ี ประเทศตะวันตกมีความหวาดกลัวต่อโอกาสในการก่อเหตุของกลุ่มอัลกออิดะฮ์ (Al Qaeda) หลังเหตุการณ์ 11 กันยายน
นอกจากน้ี จะเหน็ ไดว้ า่ เอกสารทมี่ กี ารลงนามระหวา่ งทงั้ 2 ฝา่ ย ซงึ่ มที งั้ หมด 3 ฉบับ ได้แก่ ข้อตกลงเพื่อยุติความขัดแย้งช่ัวคราว 2 ฉบับ (Joint Understanding on Humanitarian Pause for Aceh, 200011 และ Cessation of Hostilities Framework Agreement between the Government of the Republic of Indonesia and the Free Aceh Movement, 2002)12 และข้อตกลงเฮลซิงกิ
