1. Objective

                         The objective of this project is to build a container terminal facility
                         in  Villeta,  a  city  located  south  of  Asuncion,  Capital  of  Paraguay.
                         The  undertaking  will  have  a  dry  container  operation,  a  grain
                         operation and a modern cold meat storage facility which will be the
                         only one of its kind in the country.

                         In addition, the facility operation will be expanded to handle many
                         other imports and exports. Its strategic location is unique for the
                         following reasons:

                         a.  According to the government, the objective is to build a belt
                               around the City of Asuncion for all heavy trucks therefore
                               avoiding entering to the city and directing the traffic to Villeta.

                         b.  All the main highways from the south of the country pass near
                             Villeta.

                         c.  The most important government port facility is located 1.5 km
                             away  from  the  site.  That  port  can  be  used  for  all  imports  and
                             exports from the proposed project.

                         d.  The  level  of  the  Paraguay  river  does  not  affect  the  barging
                             traffic because the critical passages are located alongside the
                             City of Asuncion which is north of Villeta.

                         The following picture shows the location of the project (south) and
                         the location of the Government’s port facility (north).
