Government

Government Structure

In 1914, eight years after the City of Glendale was incorporated, a
Council-Manager system government was established.

Under that system, Glendale residents elect five members of the City
Council to enact laws and established city policies. Council members
hold office for overlapping terms of four years, and each year they select
one member to serve as Mayor.

The Members of the City Council also serve as the Glendale
Redevelopment Agency. The elected council members appoint a City
Manager to administer the enforcement of all policies and ordinances,
to prepare and annual budget, to supervise long-range planning and to
administer the various city decisions. Those divisions are headed by
experienced, professional directors and staffed by personnel selected on
the basis of merit and ability.
