If we are going to build an office building or even a residential house, it is an absolute, established requirement to draw plans and specifications to the minutest detail. The people who are to do the construction work must interpret these plans. The builders need to know everything to an exacting detail in order to create a building that will be livable, pass building codes, be of high quality and be what the buyer was expecting and has contracted for.
This is very analogous to the traditional process of creating software. The business and systems analysts draw up precise specifications for the programmers to build the software. The analysts talk with the user representatives to get an understanding of the software to be built. They then create documentation describing the features so the programmer can create it. Every character on every screen must be specified.
