EXECUTIVE SUMMARY

The lack of optimal literacy and numeracy strengthening of students

at the primary education level in Tabanan Regency has become a problem
in the world of education which requires the Dinas Pendidikan Kabupaten

Tabanan to implement a strategy on how to optimize literacy and
numeracy strengthening of students at the basic education level. To

answer this problem, the Dinas Pendidikan Kabupaten Tabanan

determined an area that had to be changed, namely in the area of
improving the quality of student education by making efforts to create

superior students by adopting the local wisdom of Tri Hita Karana through

strengthening the dimensions of the Profil Pelajar Pancasila. So that the
Dinas Pendidikan Kabupaten Tabanan came up with the innovative idea

of MUTIARA PANCASILA MENUJU TABANAN ERA BARU as a strategy

to realize "Excellent Tri Hita Karana- Through Strengthening Profil Pelajar
Pancasila Towards a New Era of Tabanan". Implementation of change

projects begins with planning according to strategic issues, providing

innovative solutions, setting targets for problem solving, outputs,
outcomes, milestones, forming work teams strategies marketing and

determining potential obstacles and solutions to implementing change

projects. medium term and long term

So that the focus of this change project is on SMPN 1 and SMPN 2
Kerambitan with the stakeholder tourism heritage . In practice, all short-

term targets have been achieved in accordance with output predetermined

stakeholders, forming regional and school literacy and numeracy
companion teams, availability of Tri Hita Karana-, monitoring and

evaluation. , as well as an action plan for existing problems, even

achievements exceeding short-term targets, such as the implementation
of several medium-term targets carried out in the short term, namely

differentiation learning by making learning videos conducted by SMPN 1

and SMPN 2 Kerambitan and establishing collaboration with 15
stakeholders .

In the implementation of this change project, an initial strategy was
built in realizing "Excellent Students Based on Tri Hita Karana Through

Strengthening Profil Pelajar Pancasila Towards a New Era of Tabanan" in

order to increase literacy and numeracy in the world of education in
Tabanan Regency, then the authors are committed to implementing a

sustainable change project in accordance with milestones and

commitments of various stakeholders including one of the regional leaders
based on the facts of integrity that have been signed.
