keep the rice in a suitable level. To prevent from any disaters in the world. A safety stocks
for rice, at least in a season must be considered. I always discussed with somebody on TV or
discussion meeting, to show our position, of course, we don't produce too much rice than our
needs, and consider the water resourcos, It's why we need to promote a long terms for rice
diversion in Taiwan.
Before I retired from COA, my fiscal budget was over 18000 millions to promote the rice
production & rice field deversion rice and upland crops guaranty purchasing. About One
thirds of the total budget of COA. It's a heavy burden for me even I got a serious duodenal
ulcer on Dec, 22 1996. I had to hold a fiscal year meeting in central Taiwan, my wife worried
about my health, and accompanied me to Changhua the next day I was sent to the emergency
center at Taichung Veterans Hospital . That's why I took two years in advance of my
retirement age, and gave up to accept the favor of 18% interest for my retired pension (NT $
1.85 millions).
It meams, I lose NT$ 28,000 monthly. That's the salaries or wages per month for the
youngmen in Taiwan.
Somebody told me that your hometown has a lot of beneficiaries for the people if your
household registered in Kinmen, but I told them, I gave up all my heritages from my parents,
including house, lands etc, now I don't need any more money but health, and enjoy my life
with my families and friends, that is all.
