NAVAIR selects MIL for GRFIN services contract
MIL is excited to announce that the Naval Air Warfare Center Aircraft Division (NAWCAD)
Webster Outlying Field (WOLF) Integrated Command Control (C2) and Intelligence (IC2&I)
Division has awarded the 5-year, $81M Global Radio Frequency and Intelligence Networks
(GRFIN) contract to MIL and our teaming partners, which include AV3, CACI, FGS, G8, J. F.
Taylor, KAIROS, LQD Communications, Linquest, ManTech, Nine30 Consulting, Smartronix, and
Verium. This award will allow MIL and its team to provide engineering and technical services that
support Command, Control, Communications, Computers, Combat, Intelligence, Surveillance, and
Reconnaissance (C5ISR) and GRFIN related technologies and systems locally in Southern Maryland,
and at locations inside and outside of the Continental United States. Systems supported under the
GRFIN contract will range from stand-alone systems to global, integrated communication solutions
that combine satellite and terrestrial networks supporting converged data taking various forms
including dismounted portable, mobile, and fixed-site applications.
The new GRFIN contract is the culmination of years of cooperative planning by MIL’s Rapid
Engineering and Prototyping Solutions (REPS) Sector. MIL’s successful bid for this contract is truly
aided by their sustained outstanding performance supporting multiple NAWC WOLF Divisions and
the long-standing partnership with the IC2&I Division.
Asked to comment on the recent award, Tom Clark, MIL’s REPS Executive Vice President, said, “This
is a great accomplishment for our organization and I’m truly grateful for our workforce. Their efforts
provide true evidence that hard work, dedication, and performance through quality, budget, and
schedule is recognized, appreciated, and rewarded by our customers.”
Key MIL contributors from the REPS Sector included Adam Burton, Lewis Collier, Patrick DeBoe,
Jeff Dickens, Lindsay Frazier, Harvil Jenkins, Peter Prime, Garrett Smith, Pete Thistle, and Megan
Warren. Also providing valuable assistance to the REPS team were members of MIL’s Cyber and
Engineering and Technical Services Sectors as well as MIL’s Contracts and Proposals and Marketing
Group.
Through this contract, MIL will not only expand its footprint supporting the NAWCAD WOLF
organization, but enrich its portfolio of corporate experience with future projects supporting GRFIN
services and solutions with military and commercial intelligence network technologies; encryption
and IT security; multimedia systems; hi fidelity radio and short-haul tactical communications;
electrical power generation and distribution technology; and broadcast engineering, among other
C5ISR areas of specialization.
Finally, a “GO” from JPMO
After being delayed by protest, the Cognosante, LLC team, which features MIL as a primary
subcontractor, was given the go-ahead to start its support to the U.S. Department of Homeland
Security (DHS) Joint Program Management Office (JPMO). As part of the Cognosante team, MIL
will provide JPMO with Financial Systems Modernization (FSM) support under the 5-year task
issued through the GSA Alliant contract. On the new task contract, the Cognosante team will
provide software engineering, technical and functional testing, operational/production support,
business process re-engineering, change management/communications, portfolio management,
program governance/compliance, and administrative support in its effort to modernize DHS
“component” (agencies, directorates, and Offices) financial management systems. The range of
services includes IT engineering and service management support, management advisory service
support, and functional clerical and administrative support.
