About the Division
The MISSION of the Office of Civil Rights (OCR) is to ensure equal opportunity in employment by
encouraging workforce diversity and eliminating unlawful discrimination in benefits, business opportunities
and services.
Created to group under one umbrella all the civil rights functions of MDOT, OCR oversees Title VI activities,
the Disadvantaged Business Enterprise (DBE) Program, the On-the-Job Training Program, Internal Equal
Employment Opportunity compliance, External Contract Compliance, and the American with Disabilities Act
compliance.
One of the main objectives of OCR is to ensure that MDOT maintains an enjoyable work environment, free
from discrimination, retaliation, and hostility. We want to ensure that every employee is given equal
opportunity to participate in training, promotions, and any other activities that will serve to enhance and
develop the employee into a more well-rounded individual and a better MDOT employee.
