The plaque took almost a year to design and make during 1977-
1978. It was made to the order of the Central Government and was
exhibited at the Beijing National Arts and Crafts Exhibition, 1978.
During the Cultural Revolution, artists were not allowed to sign their
work, but instead this panel has the seal ‘Taking Southern Water
North’.

Throughout Chinese history, water control has played a major role in
economic and social development. The Jiangdu Water Conservation
Project was constructed over ten years from 1968-1978. Situated
14km east of Yangzhou, the Jiangdu Pumping Station controls water
for the Lixiahe Region. This area of Northern Jiangsu is an alluvial
plain in the spring but is in drought for the rest of the year. The
pumping station controls the flow of the water between the region
and the Yangtze River via its reversible pump turbines, producing
electricity when the flow is southwards into the Yangtze. The project
was one of the five major construction projects completed during the
Cultural Revolution period. At the time, it was the largest pumping
station in the world.
