The largest debtor is Kharkiv State Aircraft Production Enterprise, part of Ukraine's state-run military and industrial concern Ukroboronprom (UAH74mn, or US$2.8mn), Mykolayiv Shipyard (UAH30.1mn, $1.1mn), and Football Club Metalist Kharkiv (UAH28.6mn, $1mn). Since the beginning of 2018, the State Executive Service has recovered UAH116.2mn ($4.4mn) in arrears related to wage payments, UNIAN reports.
4.4.2  Nominal wages dynamics
Real wages in Ukraine increased by 5.9% month-on-month (9.5% year-on-year) in March , according to the Ukrstat state statistics service. The average nominal wage of full-day workers increased by 7.1% m/m in March (24.1% y/y), amounting to UAH8,382 ($318), while  in February  it stood at UAH7,828, while in January it was at UAH7,711.
Prime Minister of Ukraine Volodymyr Groysman says at the moment there is no possibility in Ukraine to raise the minimum wage.  According to the prime minister, it will be possible to reach the level of the average salary of UAH10,000 this year even if the minimum wage is not raised to UAH4,200. As reported, in mid-April the Ministry of Finance stated it did not see an opportunity to review the size of the minimum wage in Ukraine to the level of UAH4,200.
