The POSITION

      Under administrative direction of the General Manager – Water Resources Agency (WRA) provides highly complex assistance in
      the planning, direction, overall management, policy direction and implementation of WRA activities which aid in the furtherance of
      Agency goals and objectives; conducts and monitors extensive and in-depth research and analysis related to division programs
      and conducts and monitors extensive and in-depth research and analysis related to division programs.



      KEY RESPONSIBILITES INCLUDE

      •   Assists the General Manager in managing and directing department functions, operations, and activities; and in providing
          direct supervision to the management staff.
      •   Directly supervises, assigns, reviews and evaluates the work of all division management staff, including providing for and par-
          ticipating in the selection, training and development, evaluation and discipline of staff and their work assignments; establishes
          and provides employee goals, objectives and performance standards and recommends alternatives as necessary.

      •   Develops, reviews, interprets, modifies and implements Agency administrative policies and procedures and their application
          to specific situations in divisions; recommend solutions and/or resolves conflicts involving multiple divisions in matters /issues
          not addressed by existing Agency policies and procedures.

      •   Performs highly complex and technical analysis; develops, recommends, and/or implements alternatives and solutions; and
          advises the General Manager and MCWRA Board of Directors.
      •   Directs and reviews the preparation of reports from division management and subordinate staff responsible for the various
          divisions’ functions, operations and activities of the Agency.
      •   Serves on a variety of projects/program boards, commissions and committees, and prepares comprehensive technical reports,
          both verbal and written; attends public hearings and interagency meetings/discussions to represent and report on behalf of the
          Agency to the MCWRA Board of Directors, County and Agency Board of Supervisors, other departments, elected officials and
          outside agencies; coordinates assigned activities with those of other departments and outside agencies and organizations.
      •   Assumes managerial responsibilities for the Water Resources Agency in the General Manager-WRA absence, with deci-
          sion-making authority on the full range of department issues.

      •   Performs or manages long range planning to anticipate and prepare for Agency needs related to water usage, transportation,
          management, conservation and quality; confers with and directs through management staff in the efficient use of departmental
          staff, funding, including grant opportunities, and work programs and in the effective implementation and operation of depart-
          ment programs, projects, and activities in order to meet Agency short and long term goals and objectives.

      •   Develops plans, evaluates, and implements goals and objectives for reporting divisions consistent with the Agency’s organiza-
          tional mission; and utilize performance planning techniques to identify, establish, achieve and measure goals and objectives for
          reporting divisions.

      •   Oversees management of Agency’s divisions’ budgets to accomplish Agency goals and objectives.
      •   Recommends, allocates and commits resources, including funding and staffing, for new and existing programs, particularly
          those arising outside the annual budget process and involving interdepartmental coordination amount reporting divisions;
          provides for the establishment and management of all Agency contracts.
      •   Through subordinate managers, monitors, evaluates, reports on project progress from development to completion stages,
          including design, specification, construction, contract, schedule, and/or regulatory adherence, and cost estimate/expenditure
          effectiveness and alignment.
