Pros and Cons of Passing the Draft Law on the Elimination of
Sexual Violence: Between Hoax and Reality

Indonesia is in the midst of a sexual violence emergency. Komnas Perempuan
records that every two hours, there are 3 Indonesian women who experience
violence. Every year cases of sexual violence against women continue to increase.
Komnas Perempuan's Annual Record (CATAHU) states that in 2019, there were
406,178 cases of violence against women reported and handled during 2018, up
from the previous year of 348,466 cases. The data does not include victims who
chose to keep quiet and close their sexual violence meetings because they felt
ashamed and felt that there was no legal umbrella that could guarantee their
protection. This condition must be ended. This ultimately led to the birth of the
Draft Law on the Elimination of Sexual Violence (RUU P-KS). The Bill on P-KS is
predicted to be a solution to address the problem of sexual violence. But in its
journey, the P-KS Bill had to go through a long and winding road in its
endorsement efforts. The P-KS bill has caused polemics and has led to various
interpretations, and even hoaks. Some circles support the ratification of the PKS
Bill immediately. Some others, suspect the existence of certain interests, hidden
messages, in the articles contained in the P-KS Bill. This study tries to examine and
provide enlightenment related to the interpretation of the P-KS Bill, which has
been widely debated thus causing pros and cons.
