Kelly Barber, PE
Kelly is the chief of Systems Management within the Pennsylvania Department of Transportation’s Bureau of Project Delivery. She and her team are actively engaged in multiple engineering automation efforts within the department, including but not limited to e-Ticketing, Unmanned Aircraft Systems, Augmented Reality and 3D2025.
Mike Bougher, PE
Mike is the transportation operations leader for Pennsylvania at Stantec Consulting Services, Inc. He manages a group of 115 transportation and community development professionals. His experience working in both state government and the private sector has given him a true understanding and appreciation of the challenges the transportation industry faces on a daily basis.
Mike’s insight and perspective have been helpful in building a collaborative, high- performing team to provide Stantec’s clients with the best possible service. He has served clients such as the Pennsylvania Department of Transportation, the Pennsylvania Turnpike Commission, the Virginia Department of Transportation, and the West Virginia Department of Highways, and has been involved in projects that provide safe and efficient mobility for motorists, pedestrians and bicyclists.
Roseline H. Bougher
Roseline succeeded the firm’s founder, Anne D. Marble, in
2005. Roseline, having served as executive vice president
for the previous three years, demonstrated the leadership
required to manage the challenges resulting from the firm’s
rapid growth. As president, Roseline is responsible for the
functions and operations of the company, including marketing
and market development, budgeting and meeting revenue goals, building and maintaining client relationships, quality and timing of products, and the development of employees.
