HB2660 An Act amending Title 18 (Crimes and Offenses) of the Pennsylvania Consolidated Statutes, in
computer offenses, providing for artificial intelligence; and imposing a penalty.

Summary (PN 3812) Amends Title 18 (Crimes and Offenses), in computer offenses, adding a subchapter to
provide for artificial intelligence; and imposing a penalty. Defines “artificial intelligence,” “artificial
intelligence material” and “watermark.” Requires an individual to place a watermark on 30% of
an image, text or video if the individual creates or distributes an image, text, simulation or video
using artificial intelligence and the watermark shall have a minimum of 50% opacity and contain
the statement of “artificial intelligence generated material.” Provides exceptions to the requirement.
Establishes penalty for violations. Effective in 60 days.

HB2659 An Act amending Title 35 (Health and Safety) of the Pennsylvania Consolidated Statutes, in
emergency medical services system, further providing for emergency medical responders,
for emergency medical technicians, for emergency medical services vehicle operators and
for advanced life support ambulances.

(PN 3811) Amends Title 35 (Health and Safety), in emergency medical services system, further
providing for emergency medical responders (EMRs), for emergency medical technicians (EMTs),
for emergency medical services vehicle operators and for advanced life support ambulances.
Changes certification requirements where the department shall issue a triennial registration for
EMRs whose registration of an EMR certification has been expired for six years or less may be
recertified. Provides criteria for recertification. Changes certification requirements where the
department shall issue a triennial registration for EMTs whose registration of an EMT certification
has been expired for six years or less may be recertified. Explains the criteria for recertification.
Provides for emergency medical services vehicle operators by adding a provision for certification
that an EMS vehicle operator shall be certified if the individual successfully completed an
emergency vehicle operator’s course of instruction in person and on site, or by digital format,
with a trainer. Removes continuing education requirements for EMS vehicle operators. Removes
provision where an EMS vehicle operator whose registration of an EMS vehicle operator's
certification has expired shall qualify for a biennial registration of the certification as prescribed
by regulation of the department. Revises advanced life support (ALS) ambulance staffing
requirements, providing when necessary and due to limited availability of EMS resources, such
as staffing during a 911 emergency call, the ALS staffing requirement under this subsection may
be one EMS provider at or above the advanced EMT level and one EMS vehicle operator. The
department shall provide guidance for the provision of patient care under this paragraph Effective
in 60 days.
