Alicia Nolan
Alicia has been working in the Pennsylvania Division Office as the Division Administrator since March 2018. She started with Federal Highway Administration right out of college and has held several positions within FHWA including Northern Border Transportation Program Coordinator, Director of Program Management in the New York
Division Office and the Assistant Division Administrator in Colorado.
As the PA Division Administrator, she is focused on several critical issues including Workforce Development, Innovation/Research and Safety/ Operation improvements. She is also working with key Pennsylvania transportation stakeholders as they explore innovative financing options.
Rick Lee
Rick adheres to the idea that architecture is a process, evolved into a designed solution that reflects its people, culture, environment and brand. And, in an airport environment, the brand should be reinforced through
a series of memorable experiences. His 33 years of experience covers a wide range of building types including primarily aviation, but also hospitality, office, health care, interiors, and retail. Rick works directly with the client to establish project goals and objectives.
He oversees project implementation of each phase of development, coordinating the design team and supervising the production team. He monitors project progress and costs, maintaining work conformance with project schedules and budget requirements. He continues through construction services to ensure the client’s needs are satisfied.
Laura Frein, CPSM
Laura serves as the Business Development and Marketing Manager for Michael Baker’s National Transportation Practice. With 15 years of industry experience, Laura
has held multiple roles within the organization and understands the importance marketing plays in the success of a firm. Laura has held a Committee Chair position with ACEC/PA since 2013. She is a Certified Professional Services Marketer through SMPS.
