4. Is the project new development or senior
housing, redevelopment of senior housing or
redevelopment of workforce housing.
The Residence at Arbor Grove will be new development of senior housing.
While the rehabilitation of existing housing is generally preferred, it rarely matches up with the scoring criteria outlined the QAP by TDHCA. Staff is
keenly aware of how the QAP works and while we endeavored to find a property that not only was available, but suitable for independent senior living. Taking a
multifamily apartment complex that was built in the 60’s or 70’s and trying to adapt it for senior living is not an ideal scenario.
It is our belief that any successful senior community needs interaction between residents as well as staff. Rehabilitating a multi-building complex would create
separation and disruption of that goal.
While The Residence of Arbor Grove is “new construction” it does provide much needed affordable and market rate senior housing that will be specifically
designed to accommodate seniors, but will also create a new tax base for the City.
