2.b. Evidence of consistency with the Consolidated Plan.
According to the Arlington Consolidated Plan, the city has over 36,000 residents making less than 80% of AMI that have a Rental Cost Burden > 30%. As evidenced by the waitlists at the senior communities that we surveyed, a good portion of that 36,000 are seniors.
The Plan says that Cost Burden is by far the most common housing problem among all income and racial groups. Very low income households are most in need of temporary rental assistance to maintain stable housing. Housing cost burden appears to be the predominant housing need that affects all groups.
The Plan goes on to outline Goals for the community.
Expand the existing Housing Rehabilitation program in NRSA to include households with incomes up to 120% of median income (51% of all units must still serve low-mod). Focus this exception on seniors and/or persons with disabilities.
While the rehabilitation of existing housing is generally preferred, it rarely matches up with the scoring criteria outlined the QAP by TDHCA. Staff is
keenly aware of how the QAP works and while we endeavored to find a property that not only was available, but suitable for independent senior living. Taking a
multifamily apartment complex that was built in the 60’s or 70’s and trying to adapt it for senior living is not an ideal scenario.
It is our belief that any successful senior community needs interaction between residents as well as staff. Rehabilitating a multi-building complex would create
separation and disruption of that goal.
While The Residence of Arbor Grove is “new construction” it does provide much needed affordable and market rate senior housing that will be specifically
designed to accommodate seniors, but will also create a new tax base for the City.
