                                Act as Chairman of the Promotion and Selection Board for non-
                                 academic  positions  within  the  umbrella  of  the  administrative,
                                 support, financial, health and security services;

                                Recommend  appointments  of  non-academic  personnel  within
                                 administrative and support services to the University President
                                 regardless of employment status;

                                Establish  a  continuing  program  for  career  and  personnel
                                 development for non-academic personnel;


                                Initiate job rotation program for non-academic personnel within
                                 the  OVPASS  as  a  means  of  developing  and  enhancing  their
                                 potential  by  exposing  them  to  their  work  climate  within  the
                                 University  and  more  importantly  to  increase/enlarge  their
                                 repertoire of knowledge and skills;

                                Act on the daily time records of the heads of major offices under
                                 the VPASS;

                                Act  on  application  for  leave  of  absence  of  personnel  under
                                 VPASS for the period covering 30 days or less;

                                Sign  PHILHEALTH  hospitalization  form,  application  agreement
                                 for  GSIS  policy  and  salary  loan  and  PAG-IBIG  multi-purpose
                                 loan;

                                Perform the functions of the Director for Administration in case
                                 the latter is absent or on official travel;

                                Sign  all  requests  for  official  travel  of  personnel  under  the
                                 OVPASS;

                                Prepare proposals for Board approval on matters related to the
                                 operation of the unit; and

                                Perform  other  duties  that  may  be  assigned  by  the  University
                                 President from time to time.
