Section 3. The Civil Service Commission shall render technical assistance
to agencies in the formulation of their rules and regulations on
sexual harassment and the development and implementation of an
intervention and prevention program on sexual harassment.
Rule XIV. Cases During the Intervening Period

Section 1. During the period when the agency is still the process of
promulgating or modifying its own rules and regulations on sexual
harassment, a complaint alleging acts constituting sexual harassment
shall be administratively prosecuted, resolved and adjudicated based
on these Rules.

Rule XV. Forum Shopping

Section 1. Under the same set of ultimate facts, the filing of a complaint
based on an agency’s rules and regulations on sexual harassment
shall preclude the filing of another administrative complaint under
any other law.

Rule XVI. Repealing Clause

Section 1. Rules and regulations and other issuance or parts thereof
inconsistent with the provisions of these Rules are hereby repealed or
modified accordingly.

Rule XVII. Effectivity Clause

Section 1. These Rules shall take effect fifteen (15) days after its publication
in a newspaper of general circulation.*
