Consent decree issues
I received a call in early July from Darrin Bourret, unit rep for the First District. He informed me that officers from 001 and 018 were being sent down to 51st and Wentworth for a meeting about the con- sent decree.
I chair the consent decree committee for Chicago Lodge 7 and was extremely interested to know what this meeting was about.
We were not having it and brought up several key points during the presentation that they had conveniently left out, es- pecially regarding possible discipline.
Second, as far as the department sending officers down to be questioned on areas of the consent decree: The Lodge’s concern with this practice is the ability of monitors to pick and choose anecdotal examples to focus on —⁠ similar to what was done with the DOJ report.
The Lodge is the voice of membership and we are here to en- sure that the correct points are raised and addressed.
You should know that you do NOT have to talk to them and I recommend that you don’t.
Anything you want addressed is best done through the Lodge and its consent decree committee. I have been in contact with the monitor, who recently set up lines of communication for the committee members to address the deputy monitors.
Each of these deputy monitors has areas of the consent de- cree for which they are responsible, as does each member on our committee.

As the month went on, we were additionally made aware of
the department calling officers down for what they believed to be training for the consent decree, only to find them being ques- tioned by monitors of the consent decree.
The Lodge takes issue with both of these occurrences and is addressing them with the department.
First, as far as the presentation goes, we knew from the start that they weren’t going to be presenting the full picture when they told us: “We would like to keep this positive.” That obvious- ly was doublespeak for: “We are selling you a line of BS.”
